Concerning Contracts

Riddle: the english names for the numbers are in alphabetical order.

The number is not divisible by 1 through 9 as it's not divisible by 7 (I tried that first).

At our mill in later years, no one other than a purchasing rep could contract with a third party, even in the heat of battle. So someone in purchasing was on call 24/7 for just such activities. Contractors knew they needed an official change order or new purchasing order. Otherwise they faced being kicked out of the mill. As such the checks and balances worked well.
